When the technology decision is bigger than the technology.
We help leadership make strategic technology decisions involving risk, cost, vendors, systems, and timing. We connect strategy to execution.
Leadership, assessment, and AI advice.
Executive-level technology judgment, available for a standing engagement or for a single decision that has to be right.
Fractional CIO / CTO / CISO
Executive technology leadership without the full-time hire, including planning, governance, risk and compliance, budgeting, and vendor oversight.
Independent assessment
Architecture reviews, security reviews, cloud cost analysis, project triage, vendor selection and second opinions before a major commitment.
AI advisory
Practical guidance on where AI is useful, where it is not, what the risks are, and how to move from experimentation to a secure production capability.
When you need an experienced technology advisor.
Technology decisions shape how organizations operate, invest, and grow. We help leadership evaluate options and make confident decisions.
Internal teams and vendors bring valuable expertise, but leadership sometimes needs an objective view of the options, tradeoffs, and priorities.
New platforms, infrastructure, software, and vendors can carry long-term cost and operational impact. We help evaluate the decision before the commitment is made.
We help identify gaps, organize requirements, strengthen controls, and prepare the documentation needed for a smoother audit process.
Technology proposals can be difficult to compare on price alone. We help leadership assess scope, architecture, risk, cost, and whether the recommendation fits the organization.
We help define practical policies for IT operations, security, data governance, privacy, and acceptable use that reflect how the organization actually works.

Questions about
strategy work.
What is fractional IT leadership?
A senior technology executive engaged for part of their time rather than hired full time. The role is the same one a CIO, CTO or CISO holds: setting direction, owning the technology budget, managing risk and governance, and holding vendors to account. Organizations use it when they need that judgment but not a permanent executive salary.
What does AI advisory actually deliver?
A clear view of where AI is worth the investment in your business, where it is not, what the security and accuracy risks are, and what it would take to move a promising experiment into production safely. The output is a decision you can defend, not a technology demonstration.
Can you help us prepare for a SOC 2 or HIPAA audit?
Yes. We help identify gaps, strengthen controls and prepare documentation so the audit goes more smoothly. To be clear about the boundary: Oxer is not an audit firm and does not issue certifications. We work regularly with clients who must meet these requirements, and our role is to help them meet them.
How is an independent assessment different from asking a vendor?
A vendor's recommendation is shaped by what that vendor sells. We are not reselling the platform under review, so the assessment can conclude that the right answer is to do nothing, to keep what you have, or to choose a supplier we have no relationship with.
Do you stay involved after the recommendation?
Usually, yes. Strategy that stops at a document tends not to survive contact with delivery. The same senior people who make the recommendation can lead the systems and software work that follows.
Complex Technology Problems Begin with Questions, Not Solutions
Complex technology problems are rarely solved by technology alone. Discovery defines the business requirements first, and experience determines its value.
